This dress is from the fashion brand IAMNOTBASIC. Striking red maxi dress with symmetrical midriff cutouts, buckle hardware details, and 2 daring high-leg slits.
The straps are adjustable. The buckles are metal. There are zippers on both sides so the legs lit can either be left or right, both, or not at all. 
I would say this runs small, it is too small for me which is why it’s on here, i’ve never worn it.
